Jammu and Kashmir Delimitation Commission

After the final draft by the commission 6 additional assembly seats are earmarked for Jammu and 1 for Kashmir. The centre will now fix a date from which the order will be effective. Chief Election Commissioner Sushil Chandra will then rationalise the polling stations and revise the electoral rolls.

J&K Delimitation Commission issues a final notification, reserves 43 Assembly seats for Jammu, 47 for Kashmir

On Thursday, the Delimitation Commission recommended seven additional constituencies to finalise its order for the Union Territory of J&K. Six for Jammu and one for Kashmir taking total number of seats in the UT to 90 from 83 earlier.

This will increase the number of seats in the Jammu Division to 43 from 37 seats earlier. And that in the Kashmir Valley to 47 from 46 earlier. Three other essential takeaways from the order of the delimitation panel, chaired by retired Supreme Court judge Ranjana Prakash Desai, are:

i) reorganisation of the Parliamentary constituencies such that the five Lok Sabha seats now are made up of exactly 18 Assembly constituencies each, taking the total number to 90.

ii) reservation of nine Assembly seats for Scheduled Tribes – six in Jammu and three in Kashmir.

iii) removal of the regional distinction between Jammu and Kashmir and treating it as one; as is reflected in the combining of the Anantnag region in Kashmir with Rajouri and Poonch in Jammu to carve out Anantnag-Rajouri as a Parliamentary constituency.

Besides Justice Desai, it was signed by the two other ex-officio members. Chief Election Commissioner Sushil Chandra and Chief Electoral Officer of Jammu and Kashmir KK Sharma. The Commission also worked with five Lok Sabha MPs from J&K nominated by the Lok Sabha Speaker as Associate Members.

Why was the Commission set up?

Delimitation became necessary when the Jammu and Kashmir Reorganisation Act, 2019 increased the number of seats in the Assembly. The erstwhile J&K state had 111 seats — 46 in Kashmir, 37 in Jammu, and 4 in Ladakh — plus 24 seats reserved for POK. When Ladakh was carved out as a Union Territory. J&K was left with 107 seats, including the 24 for PoK. The Reorganisation Act increased the seats to 114 — 90 for Jammu & Kashmir, besides the 24 reserved for Pok.

In the erstwhile state, the delimitation of parliamentary constituencies was governed by the Constitution of India. And that of Assembly seats was carried out by the then state government under the Jammu and Kashmir Representation of the People Act, 1957. After the abrogation of J&K’s special status in 2019, the delimitation of both Assembly and parliamentary seats is governed by the Constitution.

The Delimitation Commission was set up on March 6, 2020. Headed by retired Supreme Court Justice Ranjana Prakash Desai. It has the Chief Election Commissioner and J&K’s Chief Electoral Officer as members and J&K’s five MPs as associate members.

The time given to the panel, initially one year, was extended several times as the National Conference’s three MPs initially boycotted its proceedings. The first draft recommendations on January 20 suggested an increase of six Assembly seats for Jammu and one for Kashmir. On February 6, it submitted its second draft report.

What is Delimitation?

The Delimitation commission or Boundary commission of India is a commission established by the Government of India under the provisions of the Delimitation Commission Act. The main task of the commission is redrawing the boundaries of the various assembly and Lok Sabha constituencies based on a recent census.

Punjab CM launched anti-corruption hotline | claims it his number

Punjab’s new chief minister, Bhagwant Mann, stated on Thursday that on Shaheed Diwas, March 23, the state will start an anti-corruption helpline. People in Punjab would be able to report corruption using WhatsApp, according to Mann.

Punjab Chief Minister Mann has launched an anti-corruption hotline, which he claims to be his WhatsApp number.

Mann had said earlier in the day that he would make a “very huge decision” that no one in the history of the north Indian state had ever made.

“On Bhagat Singh Ji’s martyrdom day, we shall open an anti-corruption helpline.” That will be my WhatsApp personal number. If somebody offers you a bribe, record it on video or audio and submit it to me. Corrupt individuals will be dealt with harshly. In Punjab, corruption will no longer be tolerated,” Mann wrote in Hindi as well as Punjabi on Twitter.

“Ninety-nine percent of people are honest, but one percent causes the system to fail,” Mann explained.

The decision has been dubbed “historic”. “Arvind Kejriwal, the Delhi chief minister and AAP’s national convenor, stated that corruption will no longer be tolerated in Punjab. “Make a video of the officer and send it to the WhatsApp number if someone asks you to pay bribe”. At a press conference, Kejriwal stated.

“Many congrats to the Punjabi people. Bribery will no longer be tolerated in Punjab,” he wrote on Twitter. Mann had said earlier in the day that he would make a “very huge decision” that no one in the history of the north Indian state had ever made. The Aam Aadmi Party’s (AAP) newly elected chief minister used Twitter to generate anticipation for the event.

“Today, a major choice will be made in the best interests of the Punjabi people. “No one in Punjab’s history has ever made such a decision. Mann stated on Twitter, “I’ll announce shortly…”, which was retweeted by AAP national coordinator Arvind Kejriwal, sparking suspicion about the announcement.

After AAP’s remarkable victory in the recently ended assembly elections, Mann took over as Punjab CM from Congress’s Charanjit Singh Channi. Mann urged the newly-elected AAP parliamentarians not to become arrogant after taking the oath of office in front of tens of thousands of people in Punjab’s Khatkar Kalan village and assured the public that the state government will work hard.

All state unit chiefs, including PCC boss Navjot Singh Sidhu, were fired as a result of the Congress’s defeat in Punjab and poor performance in the other four states. Sidhu, who handed in his resignation letter to Congress president Sonia Gandhi on Wednesday; wished Mann well in his efforts to rise to the challenge and return Punjab to the road of prosperity through pro-people policies.

Election in Uttar Pradesh is going to be held in February, for which several practices have begun. For getting public consensus parties are trying to criticize each other’s work, arguing with each other but why they are not promising the public and trying to fetch their confidence.

Prime minister Modi alleged the old ruling party as mafia and Akhilesh Yadav too alleged BJP, for this reason, it looks like a battle between two parties rather than a fair election.

Well, when we say what will be better for Uttar Pradesh’s future like the leader of BJP, Congress, and Samajwadi party so my answer will be distinct. People are choosing parties on behalf of faith in the party that it will protect them, stop crime, stop criminalization, etc. On the same hand BJP at a point proved itself. It is very well known in UP that Yogi is not protecting big criminals like Raja bhaiya, Shahbuddin, Atik Ahmed, Vikas Dubey, etc. He is very fearless no matter what. In fact, in the yogi’s government, it is very less as compared to what it was during Akhilesh raj. Beyond scary.

While Akhilesh’s government was known for its BLACK SCORPIO CARS.

But yes women’s safety is still a major issue in Uttar Pradesh rape cases, molestation still can be seen yes the crime rate has fallen as compared to Akhilesh Yadav government but still, the government needs to work upon it.

Yogi Ji brought a scheme to reduce population. Even the slogan also spread but people started to protest against it.

What farmers have suffered and gone through can’t be let go, the government should work upon these strategies but it is also remarkable that the prime minister took that back but sadly at election time. Still, we can be happy for farmers’ sake.

Uttar Pradesh which is based upon high density, population, bipolar religion, heterogeneity needs to reform and this state needs a party that can mold Uttar Pradesh into a tech state. As metro projects are running under the Yogi government, some projects like quality education of CBSE also should be considered for education and highly educated teachers need to be as teaching faculty. The population needs to be controlled, employment needs to generate not 2k per month but something regarding public essential needs. When the government can do expenditure for welfare purposes then why can’t the government use the same money for employment purposes?

Welfare will be for the shortest period and employment will be permanent, same there is need to give more attention to women’s condition. People also need to give support and understand how can they help India to develop to choose the right government to think about all this, what you have suggested and which are facts instead of going into emotions of party attachment and nationalist party.
