Agneepath – A fireplay for the government itself?

According to the government, the AGNEEPATH scheme was created to help the Armed Forces maintain a youthful profile. The scheme is similar to that adopted by countries like Israel and China. It will give young people who want to wear the uniform the chance to do so by drawing young talent from the community. The ‘jawans’ joining army under this scheme will be known as “agniveers”. The average age profile of the Indian Armed Forces is expected to decrease from 32 to 26.

What is the reason for all the chaos?

The Agneepath scheme brought up for long visioned goal of betterment of army and increasing the youth ratio is apparently hindering the present of army aspirants. The scheme closes the doors for aspirants below or above the slab of 17.5 to 21 years. (the bar is temporarily waived off for aspirants from past 2 years and is raised to 23 for them). The Agnipath scheme impliedly abrogates the old recruitment scheme. Under which recruitment was done for a period of 10 years with an allowable extension period of 4 years. The scheme further puts a condition as per which after 4 years only 25% of the recruits will be permanently appointed and the rest shall be retraited subject to a fitness examination. The scheme is said to be prejudicial to the overaged aspirants along with the ones being recruited with no job security.

Current situation of Riots?

Protests opposing the Agneepath scheme sparked in the sate of Bihar on Wednesday. These spread in no time to the rest of the country like wild fire. Currently the states of Uttar Pradesh, Haryana, Telangana and Delhi are facing under violent riots. The protesters demand withdrawal of the scheme and continuation of the old procedures. The riots have been worsening with other unlawful activities including loots and arsons. As per the latest updated numbers

About 230 trains were canceled.
61 violent protesters were arrested .
Reportedly one peron died amid the violence.
Cash worth Rs 3 lakh looted from a ticket office at Bihiya railway station in Arrah.
Haryana Government suspended mobile network for next 24 hours.

What does the Agneepath scheme offer?

After this four-year tenure, the Agniveers will be reintegrated into civil life. Where they will be able to make a significant contribution to the nation-building process. Each Agniveer’s accomplishments will be documented in a certificate that will be included in his personal resume. Agniveers will be mature and self-disciplined at the end of their four-year stay, having realised the importance of becoming a better version of himself/herself both professionally and personally.
The routes and chances, after this service, that will open up for their advancement in the civic world will undoubtedly be a significant positive for country building.

The ‘Seva Nidhi’, of around Rs 11.71 lakh will provided to the recruits. This will enable the Agniveer to follow his or her future ambitions without financial. Selected candidates, chosen as regular cadre would be required to serve for a minimum of another 15 years. They would be subjected to the existing terms and conditions of service of Junior Commissioned Officers/Other Ranks in the Indian Army. Their equivalents in the Indian Navy and Indian Air Force, as well as that of Non Combatant enrolled in the Indian Air Force, as amended from time to time.

India China agree on Early Resolution of Lac Issue

After a month-long freeze on (Line of Actual Control Lac) disengagement talks, Indian and Chinese diplomats decided to reconvene talks between border commanders as soon as earliest. The decision was made at the 23^rd meeting of the working mechanism for consultation and coordination on India- China Border Affairs (WMCC). It was initiated by Foreign Ministers on both sides and compromised diplomatic, border security and military officials.

The higher intervention can show the way to resolving the 18months ago border crisis. India and China are determined and focused on their stance on the Line of Actual Control (LAC) as in Eastern Ladakh. The increased military activities on both sides of the boundary, infrastructure Development, Surveillance and Combat maneuvers in the sensitive sector after four weeks of military talks resulted in no results.

The Indian Army’s Activities in the sector are in response to the People’s Liberation Army’s (PLA) actions and countermeasures have been taken to stay ready for any possibilities to happen. Despite two rounds of disengagement at friction points on the LAC this year. The two armies still have 50,000 to 60,000 troops each and advanced weaponry deployed in Ladakh. PLA has also intensified patrolling in sensitive areas across LAC in Arunachal Pradesh.

After the 13^th round of military-level talks, it is clear that finding a common decision is difficult as the positions on both sides have hardened for both India and China. Former Northern Army Commander Lieutenant General DS Hooda (retd.) said-

“Any Breakthrough in the deadlock will now have to come at the political and diplomatic level. However, it is uncertain whether there is a desire in either country to undertake such initiatives at this stage.”

China’s Ministry of Foreign Affairs said both sides agreed, in accordance with the understanding reached by the foreign ministers S.Jaishankar and Wang Yi in Dushabe in September; to “continue their efforts to further deescalate the border situation, “and would “ strive to shift from urgent dispute settlement to regular management and control at an early date.”

Beijing said both sides also agreed ‘to consolidate also agreed’ to consolidate existing achievements of disengagement,” and abide by bilateral agreements to ‘avoid recurrence’ of incidents.

Finally, the PLA did not agree to suggestions made by the Indian Army at the 13^th round of talks held on Oct 10. The Indian Army said it made constructive suggestions for resolving the remaining areas but the Chinese side was not agreeable and could not provide any forward-looking proposals. While China accused India of unreasonable and unrealistic demands in an unusually aggressive statement. It also carried out tank drills across LAC after the Oct 10 talks hit an impasse and the Indian Army launched an airborne exercise in Eastern Ladakh.

PLA has taken a staunch line on LAC and India is taking countermeasures to defend its interests, said former Northern Army Commander Lieutenant General BS (Jaswal) retd.

“We want to retain a position of strength to thwart designs of the adversary,” Jaiswal said.
