ABOUT CLS
The Constitutional Law Society (CLS) of National Law University Odisha was established in 2018 with a vision to provide a platform for public discourse and deliberation vis-à-vis Constitutional Law. CLS seeks to supplement an accessible forum for intellectual discourse and shape the discussion of the most important and relevant issues of constitutional law through meticulous scholarship, public lectures and seminars, and research through independent projects, conferences, and co-operation with other institutions and individuals engaged in constitutional study. CLS endeavours through the course of its activities to foster awareness about the subject and its importance. The purpose behind the establishment of the Society is to generate debate and dialogue on various nuances of the subject of Constitutional Law.
ABOUT THE COURSE
Course Theme – The Economics of Constitutionalism: Principles and Practice
Although Economics is taught as a core subject in law schools, there is a gulf existing between the theoretical teachings and practical applications of the subject vis-à-vis law and public policy. There is a pertinent need for an interdisciplinary approach to aid students in understanding the functionality of the subject and its applicability in relation to Constitutional Law. Through this certificate course, we aim to bridge this gap and enable students to appreciate the inextricable connection between Constitutional Law and Economics in certain matters and expose the students to the relevancy of the same in contemporary times. The goal is to help students to be in a better position so as to:
A. Contribute to policy making vis-à-vis economic considerations and factors.
B. Evaluate the economic analysis behind constitutional questions and the tools and techniques
employed therein.
C. Analyse economic policies and schemes from a constitutional lens.
D. Apply the acquired skills and tools in public policy research or think tank set-ups.
E. Expose them to the notional thinking of professionals involved in this process. The course will also involve evaluation and class discussions.
F. Understand the practical application of classroom teaching in diverse spheres of the legal field.
In view of the COVID-19 pandemic and to allow access to beyond geographical restrictions, the course shall be conducted online through Google Meet. The course shall be spread over 20 hours and classes shall be conducted on weekends from 22 January 2022 – 6 February 2022. The teaching time on any given day shall not extend beyond 4 hours. The course will be concluded with a panel discussion on 6 February 2022 with the theme “Emerging trends in constitutional economics in India and its place in the global scenario”.

COURSE INSTRUCTORS
Prof. Mukul Asher
Prof. Asher obtained Ph. D. in Economics from Washington State University in 1972. He was a faculty member with the Department of Economics, and later with the Lee Kuan Yew school of Public Policy at the National University of Singapore for over four decades. He has been a Visiting Faculty at the Asian Public Policy Program at Hitotsubashi University in Tokyo since the early 2000s. He is associated with several Indian think-tanks. He is a Distinguished fellow at Dr. Syama Prasad Mookerjee Research Foundation (SPMRF) in new Delhi; and Senior Adjunct Fellow at Research and Information System for Developing Countries (RIS) in New Delhi. His research focuses on public financial management, pension reform, and on expanding India ‘s geo-economic and geo-strategic space. His stellar list of research and publications includes reputed national and international journals and over 16 books.
Dr. K.P Krishnan
Dr. Krishnan is a retd. IAS officer (1983 batch) and has served in various field and secretariat positions in India in the Government of Karnataka and Government of India. He also served as Adviser to the Executive Director (Dr. Bimal Jalan), World Bank during 1994-97 and as Secretary, Economic Advisory Council to the Prime Minister from July 01, 2010 till 13th August, 2012. He is the IEPF Chair Professor in Regulatory Economics, established with the support of the Investor Education and Protection Fund Authority of the Government of India. Prior to his retirement from public service, he served as the Union Secretary in the Ministry of Skill Development and Entrepreneurship. Trained in economics, finance, and law, Dr Krishnan has chaired or served as a member of several Government of India committees, including the Krishnan Committee on Cross Border Insolvency Rules/Regulation Committee, the Krishnan Committee on Comprehensive Regulation of Credit Rating Agencies, the T K Viswanathan Committee on Reform of Bankruptcy Laws in India.
Dr. Suryaprakash Misra
After returning from the USA with an M.S. (Applied Economics & Statistics) from Clemson University, Dr. Suryaprakash Misra joined the School of Law, KIIT University, Bhubaneswar in January 2010 as an Assistant Professor (Economics) – II, and was there till August 2012. Subsequently, he was with NALSAR University of Law, Hyderabad, as an Assistant Professor (Economics). Presently, he is the Assistant Professor (Economics) at the National Law University, Delhi. He has academic publications on various sub–disciplines of Economics such as Microeconomic Theory, Bargaining Theory, Industrial Organization, Development Economics, International Trade, Poverty and Inequality, Public Finance/ Economics and Law and Economics.
Mr. Lalit Panda
Mr. Panda is a graduate of the Gujarat National Law University, Gandhinagar, and has been working in the Public Law team at the Vidhi Centre for Legal Policy, New Delhi since 2017. Prior to joining Vidhi, he worked briefly as a Consultant with the 21st Law Commission of India. At Vidhi, he has worked in the broad areas of law and technology, regulation, and constitutional law, providing legal and policy research on subjects such as data protection, higher education, election law, and fiscal federalism As a Samvidhaan Fellow, his interest lies in interdisciplinary research into the equal protection guarantee in the Indian Constitution, examining a range of recent and long-standing controversies regarding the right to equality through the lens of Law & Economics.
WHO SHOULD REGISTER
The course has no restrictions in terms of qualification for the participants and all students, research associates, practitioners, academicians and those who are interested in the practical side of public policy, economics and constitutional law are open to register for the course.
Kindly note that the participation shall be confirmed on a first-come-first-serve basis and only limited slots are available. The last date for registration is 20th January 2022.
